U.N. Secretary-General Kofi Annan pushed the Security Council on Thursday to come up with a plan by week's end for ending the conflict.

In a statement issued early Thursday afternoon, Annan's office said he is working "very intensely" on reaching a resolution acceptable to both Israel and Lebanon, and he repeated his call to end the fighting and "save civilians on both sides from the nightmare they have endured for the past four weeks."

"The secretary-general believes that it ought to be possible for the Security Council to adopt a resolution by the end of the week," his office said.

Meanwhile, the United Nations warned of a major food crisis in Lebanon, saying that the displacement of nearly a million people has coincided with the country's main cereal harvest.

Of the 915,000 people the U.N. estimates to be internally displaced in Lebanon, 45 percent are children, it said.

Israel ratcheted up its fight against Hezbollah on Thursday, beginning operations aimed at the heart of Beirut, dropping warning leaflets and taking control of a largely Christian southern Lebanese town.

The Israel Defense Forces targeted sites in Beirut proper, hitting a lighthouse used as a cell phone communications tower, said CNN's Jim Clancy from the scene.

Witnesses said they saw a man being loaded into an ambulance at the scene. There was no immediate information on his condition.

The Israeli military also dropped leaflets in Beirut, warning of expanded operations inside the capital and urging people in southern Shiite neighborhoods to evacuate. Those neighborhoods have been bastions of support for Hezbollah.full story

Thursday evening, at least five rockets struck various targets in the northern Israeli town of Kiryat Shmona, causing several fires.

A Katyusha rocket caused a major blaze at the warehouse of a laundry detergent factory, the IDF said. Some of the rockets landed near a shopping center.

Earlier Thursday, Hezbollah fired dozens of rockets that fell in fields near Safed, Carmiel, Maalot and Shlomi in northern Israel, the IDF said.

Since July 12, at least 405 people -- mostly civilians -- have been killed in Israeli strikes, Lebanese security sources said. The IDF said the Israeli death toll is 50 -- 19 of them civilians.

The fighting also has wounded about 1,660 people in Lebanon and more than 300 civilians in Israel, the sources said.

Eight soldiers were killed and 22 more were wounded in Bint Jbeil, near the Israeli border, while battling militiamen in what the Israel Defense Forces has called Hezbollah's "terror capital."

There were heavy casualties among Hezbollah fighters, according to Israeli soldiers. Hezbollah has not released casualty figures since fighting began.

Israeli officials agreed during talks with Rice to make it easier to get humanitarian aid into Lebanon, a U.S. State Department official said.

Lebanese officials have pleaded with the United States to pressure Israel for an immediate cease-fire, but U.S. officials said conditions are not yet ripe for such a move, and they expect Israeli military operations to continue for another week or even longer.

U.S. Ambassador Jeffrey Feltman delivered $30 million in humanitarian aid to Lebanon, which will meet the basic medical needs of 20,000 people, according to an embassy statement. The shipment was handed over to the International Committee of the Red Cross at the U.S. Embassy in Beirut on Tuesday afternoon.

The U.S. announcement followed a U.N. appeal for nearly $150 million in humanitarian aid earlier this week.

An overnight Israeli airstrike hit a house in the village of Nabatiye, killing seven people, Lebanese security sources said.

The IDF said its military operations have hit dozens of militants during ongoing fighting in Bint Jbeil, a town it dubbed Hezbollah's "terror capital."

Israel gained complete control of Bint Jbeil, according to IDF Gen. Gal Hirsch. The IDF said it had killed between 20 and 30 Hezbollah fighters in the area in the past 24 hours.

The IDF hopes to create a "security zone" in southern Lebanon until an international force arrives, said Israeli Defense Minister Amir Peretz.

"If there is not a multinational force that will get in to control the fences, we will continue to control with our fire towards anyone that gets close to the defined security zone and they will know that they can be hurt," he said.

In Israel, a Katyusha rocket killed a 15-year-old girl Tuesday in the village of Meghar, Israeli, police and medical service officials said.

On Sunday, Hezbollah conceded that Israel had gained control of Maroun Al-Ras. The IDF called the village its "first foothold" in southern Lebanon in an effort to create a security buffer zone.

Over the weekend, Israeli officials said they would not oppose a multinational force in a buffer zone along Lebanon's southern border to guarantee against further incursions by Hezbollah.

As the crisis entered its 13th day Monday, U.S. Secretary of State Condoleezza Rice stopped in Beirut to meet with Lebanese Prime Minister Fouad Siniora.

She then headed to Israel, where she was to meet with Prime Minister Ehud Olmert. She also was expected to meet with Palestinian Authority President Mahmoud Abbas in Ramallah.

Saying his country has been "torn to shreds," Prime Minister Fouad Siniora estimated that the Israeli onslaught has displaced as many as a half-million Lebanese. He called for an immediate cease-fire.

In an address to the U.N. Security Council on Thursday, Secretary-General Kofi Annan demanded "an immediate cessation of hostilities" to prevent further loss of life, allow for humanitarian relief and give diplomacy a chance.
